Rupert Murdoch -Telstra Scandal - Helen Handbury

The Murdoch/Fox Cartel: A Legacy of Bureaucratic Betrayal

Elected politicians didn't engineer this injustice; faceless public-service bureaucrats and entrenched ministerial minders masterminded it from the shadows. While short-lived ministers cycled rapidly through portfolios, these unelected gatekeepers weaponised their permanence. They deliberately designed a rigged system to shield a state-owned corporate monopoly, executing a treacherous double standard that favoured a global media tycoon over ordinary Australian citizens who refused to abandon their homeland.

This betrayal's grotesque disparity is captured in a striking national hypocrisy. Rupert Murdoch famously renounced his Australian citizenship in 1985, casting aside his national birthright solely to expand his multi-billion-dollar corporate media empire in the United States. Yet, decades later, Australia’s powerful bureaucratic "pen-pushers" bowed to this foreign tycoon, opening the public coffers to line his pockets. Meanwhile, the exact same bureaucracy turned a predatory eye toward the Casualties of Telstra (COT)—ordinary, fiercely loyal Australian small-business operators who kept their citizenship, paid their taxes, and trusted their government to protect them.

Those embedded in our rural communities felt this corporate stranglehold's human reality deeply. During Helen Handbury’s second stay at the Cape Bridgewater Holiday Camp, after reading the raw manuscript detailing these systemic network failures, she declared with absolute conviction: "I will get my brother Rupert Murdoch to publish this book. He would be astounded that you COT Cases were forced to pay for an arbitration process before Telstra would fix your long-outstanding phone problems."

As a prominent local identity, Helen saw firsthand how these unresolved communication faults were systematically crippling regional businesses. She and her husband Geoffrey were deeply committed to the district's survival, a dedication shown by their sizeable donation to build the Cape Bridgewater Life Saving Club rooms on the beach. They understood the fragile lifeblood of small coastal towns, and they recognised that Telstra’s decaying infrastructure was slowly strangling the region. Following Helen’s tragic passing from breast cancer, Geoff Handbury sent a beautifully handwritten letter, explaining that his advanced age prevented him from personally pursuing the story with Rupert. Yet his final correspondence carried the same profound sincerity and fierce local loyalty that he and Helen had championed throughout their lives.

While ordinary citizens begged for basic, functional telephone service to keep their businesses alive, powerful bureaucratic minders behind the scenes orchestrated a monumental act of treachery. When Telstra failed to meet its contractual infrastructure obligations to Murdoch’s media empire, the foreign-owned corporate giant quietly walked away with a staggering $400 million default settlement, extracted directly from the Australian public purse.

At the same time, duplicitous advisors misdirected the government, forcing Australian small-business owners to bleed hundreds of thousands of dollars in professional arbitration fees just to beg a government-owned corporation for the same network failures. Murdoch received a golden handshake; Australian citizens received economic execution.

Every Australian must confront the calculated institutional cover-up at the heart of this scandal. Official Senate Hansard records confirm that Telstra's $400 million payout to Fox was not a standard commercial transaction. It was a bureaucrat-led concealment of Telstra’s absolute failure to deliver on its mandated cable rollout.

Official records from pages 5163 to 5169 of 'SENATE official Hansard – Parliament of ' reveal a chilling truth: Telstra’s leadership knew the network was broken and could not meet its deadlines. Yet, instead of initiating a transparent public inquiry, unelected department secretaries and their deputies actively misled elected ministers. They intentionally funnelled vulnerable, cash-strapped business owners into a brutal, highly legalistic "Fast Track" arbitration process—a corporate trap designed to starve claimants of evidence, enforce silence through gag clauses, and protect Telstra's multi-billion-dollar privatisation at all costs.

This was not an administrative oversight or a technology failure. It was an unforgivable act of corporate terrorism and structural discrimination executed by a protected class of faceless bureaucrats. They chose to reward a billionaire who turned his back on Australia, while deploying the full crushing weight of the state to bankrupt, silence, and destroy the lives of the everyday Australians they were duty-bound to protect

During Helen Handbury's second stay at my Cape Bridgewater Holiday Camp, after reading the manuscript that forms the basis of this website , she declared, "I will get my brother Rupert Murdoch to publish this book. He would be astounded that you COT Cases were forced to pay for an arbitration process before Telstra would fix your long-outstanding phone problems." As a local identity, Helen knew these unresolved issues were severely impacting other businesses in the area, including mine.

Helen and her husband Geoffrey were not distant philanthropists; they were deeply committed to our region. Their sizable donation to build the Cape Bridgewater Life Saving Club rooms on the beach proves their commitment. They understood the lifeblood of small coastal communities, and they recognised how Telstra's negligence was strangling them.

After Helen's unfortunate death from breast cancer, Geoff Handbury wrote to me in a beautifully handwritten letter, explaining that his age had prevented him from following up on my story with Rupert. Even so, his letter carried the same sincerity and local loyalty that he and Helen had always shown.

In simple terms, when Telstra failed to meet its contractual obligations to Murdoch and FOX, the result was a grotesque irony: FOX was awarded a staggering $400 million because Telstra could not deliver the infrastructure required to support its business empire. At the same time, the COT Cases, ordinary Australian citizens, were forced to pay hundreds of thousands of dollars in arbitration fees to the government‑owned Telstra for the same failure of service.

Every Australian citizen must confront a grotesque reality: if Telstra indeed paid a staggering $400 million to Rupert Murdoch and Fox, as Senate Hansard suggests, then we are not merely talking about a transactional agreement; it is a flagrant cover-up of their failure to deliver on the promised National Broadband Network (NBN) cable fibre rollout. This shady arrangement raises serious questions about whose interests this corrupt alliance truly protected. Who among Telstra’s leadership condoned such duplicitous agreements, fully aware of the profound harm being inflicted upon the citizens they were meant to serve?

I emphasise that if we accept the premise outlined in points 10 and 11 on page 5164 of the official Hansard records of the SENATE official Hansard – Parliament of Australia, as published by the Parliament of Australia,  which indicates that Telstra and its board were aware that the company would not meet the mandated rollout deadline, serious concerns arise. Why were the COT Cases- business owners who have struggled for years with widespread, systemic telecommunications problems caused by Telstra, forced to bear hundreds of thousands of dollars in professional arbitration fees? These business owners sought an arbitrator's help to ensure Telstra would finally address the ongoing phone problems that were damaging their businesses. If this situation does not qualify as severe discrimination, then what does?

10. Telstra's CEO and Board have known about this scam since 1992. They have had the time and the opportunity to change the policy and reduce the cost of labour so that cable roll-out commitments could be met and Telstra would be in good shape for the imminent share issue. Instead, they have done nothing but deceive their Minister, their appointed auditors and the owners of their stockÐ the Australian taxpayers. The result of their refusal to address the TA issue is that high labour costs were maintained and Telstra failed to meet its cable roll-out commitment to Foxtel. This will cost Telstra directly at least $400 million in compensation to News Corp and/or Foxtel and further major losses will be incurred when Telstra's stock is issued at a significantly lower price than would have been the case if Telstra had acted responsibly.

 11. Telstra not only failed to act responsibly, it failed in its duty of care to its shareholders. So the real losers are the taxpayers and to an extent, the thousands of employees who will be sacked when Telstra reaches its roll-out targetÐcable past 4 million households, or 2.5 million households if it is assumed that Telstra's CEO accepts directives from the Minster.

The COT Cases reveal a chilling picture of betrayal and corruption, involving 12 brave Australians who fell victim to a treacherous and rigged arbitration process orchestrated by Telstra. These individuals were ruthlessly coerced into spending hundreds of thousands of dollars on professional arbitration fees, desperate to prove that Telstra had been systematically unable to honour its contractual commitments. Under the guise of an agreement made through AUSTEL (now ACMA), Telstra promised that, if we funded our arbitrations, the arbitrator would not issue a final ruling until they could demonstrate that all faults plaguing our businesses had been rectified.

Yet, in a shocking display of duplicity, Telstra failed to meet this obligation. Despite the overwhelming evidence of their negligence, the arbitrator shamefully sided with Telstra, absurdly claiming the faults had been repaired when, in reality, nothing had changed. This betrayal left the affected individuals reeling in disbelief.

At the same time, Telstra's consistent disregard for its obligations to Fox during the dismal cable rollout created a grotesque irony: Fox was awarded a staggering $400 million because Telstra utterly failed to uphold its commitments. This scenario lays bare the insidious discrimination and injustice embedded within the corporate machinery, revealing a system rigged against those who simply sought fairness and accountability.

“I am writing in reference to your article in last Friday’s Herald-Sun (2nd April 1993) about phone difficulties experienced by businesses.

I wish to confirm that I have had problems trying to contact Cape Bridgewater Holiday Camp over the past 2 years.

I also experienced problems while trying to organise our family camp for September this year. On numerous occasions I have rung from both this business number 053 424 675 and also my home number and received no response – a dead line.

I rang around the end of February (1993) and twice was subjected to a piercing noise similar to a fax. I reported this incident to Telstra who got the same noise when testing.”

Cathy Lindsey

“…the very large number of persons that had been forced into an arbitration process and have been obliged to settle as a result of the sheer weight that Telstra has brought to bear on them as a consequence where they have faced financial ruin if they did not settle…”
